The North Hills Neighborhood

The North Hills neighborhood is a covenant-controlled community located in the northeast section of Thornton - west of Holly Street and south of East 144th Avenue. The neighborhood is comprised of 363 single family homes constructed by Toll Brothers between 2018 and 2021.

The North Hill Homeowners Association

The North Hill Homeowners Association, Inc. (the HOA) was formed in December 2018 for the purpose of enforcing the covenants applicable to all homes in the neighborhood, providing design review services to the residents and operating the pool and clubhouse. The North Holly Metropolitan District

The North Holly Metropolitan District (the District) is a quasi-municipal corporation and political subdivision of the State of Colorado. The District's boundaries wholly encompass the Holly Hills Estates  neighborhood and the District's board of directors are elected solely by Colorado registered voters living and/or owning property within the North Hills neighborhood.

The District was formed to issue debt to finance the construction of the streets, parks, storm drains, perimeter fencing and other public infrastructure throughout the neighborhood. In addition, the District provides certain on-going services to the neighborhood including (1) maintaining the landscaping of certain open spaces, (2) maintaining the perimeter fencing around the neighborhood, (3) monitoring and enforcing the neighborhood's restrictive covenants and maintenance standards applicable to every lot and (4) providing architectural review services in accordance with the neighborhood's restrictive covenants and architectural guidelines. The District collects property taxes from homeowners to fund these neighborhood services and to repay the District's debt.

All board meetings are open to the public and (unless noted otherwise) will be held in the conference room at the North Hill clubhouse (6149 E 141st Dr Thornton, CO 80602) at 6:00 pm.




Trash Service
The City of Thornton provides weekly trash pick-up service to North Holly residents on Fridays. If a holiday occurs on a Monday of any given week, trash pick-up service is moved back one day to Saturday. 

Recycling pick-up service occurs on the first and third Friday of each month.

Notice Re. Metropolitan District Homeowner’s Rights Task Force (House Bill 23-1105)

OHouse Bill 23-1105 (HB23-1105) created the Metropolitan District Homeowners’ Rights Task Forces with its members to be appointed by November 1, 2023. The purpose of the task force is to examine issues regarding homeowners’ rights and to perform other duties as noted in the new law. The Metropolitan District Homeowners’ Rights Task Force will review, among other matters, tax levying authority and practices, foreclosure practices, communications with homeowners and governance policies.
